with things he should not have been for a very long time. He told someone he was related to the mayor so when all of this broke about Isi and this guy's alleged actions came to light (over what sounds like a very long period of time), the assumption is someone was protecting him or at least making sure he avoided punishment/prosecution. If he were to be related to the mayor, it doesn't take much thought to draw a line between those two facts.
Then the mayor came out and somewhat denied he was related in a weird roundabout statement that would have been more effective if she had said something along the lines of, "I categorically and unequivocally deny this man has been or was ever related to me."
Now that it is out there that it doesn't appear Smith was related to her in some way, the anger should subside but the story is still out there for anyone who has not heard the other half of it.
If you can't understand all of that, I'm not sure how to explain it any differently.
